Pierre, SD (KELO-AM) There was riveting, emotional testimony Tuesday at the State Legislature from a Sioux Falls woman who was sexually abused as a child.

Jolene Loetscher told the State Senate Education Committee that when she was a young teenager she was violated by a family friend. She says the man shattered her soul and her spirit, and killed her childhood.

The committee unamiously approved a bill calling for a task force to study the often hidden impact of child sexual abuse in South Dakota, to be named 'Jolene's Law Task Force'.

Another committee on Tuesday, approved a bill to make animal cruelty a felony for the first time in South Dakota. Before the Legislature opened, livestock producers and animal welfare groups met together and came into rare agreement on the bill's language..

Still another committee on a busy Tuesday approved legislation that would allow the public to carry guns in the State Capitol Building in Pierre. As long as you had a concealed carry permit your gun would be welcome inside.
