BROOKINGS, SD (KELO.com) — Things are beginning to take shape for the 55th annual Brookings Summer Arts Festival at Pioneer Park. Booths and tents are popping up as vendors from 12 states are participating in this weekend’s event. Artists are competing in 16 categories this year.
