SISSETON WAHPETON RESERVATION (KELO.com) — Two people have pleaded guilty to stealing from a federal housing program on the Sisseton Wahpeton Oyate reservation.
Fifty-three- year-old Eric Shepherd of Wilmot and 60-year-old Olivia Locke of Sisseton face up to five years in prison and a $250,000 fine.
Shepherd was the executive director of the Sisseton Wahpeton Housing Authority at the time of the thefts, and Locke was the chief financial officer.
They issued and cashed over Three and a half million dollars in checks to themselves.
